Budget rivalry versus tactical cooperation

Budget and strategy could drive fierce Royal Navy-RAF disputes even when the services cooperated effectively in tactical operations.

Notes

The combined air attack illustrates the difference between strategic rivalry and tactical cooperation. The Royal Navy and RAF could clash sharply when budgets and competing visions of imperial defence were at stake. At the tactical level, cooperation and radio coordination are treated as more typical than failure. Arthur Harris is not yet directing Bomber Command, and a Pacific war would make a purely Europe-focused bomber strategy difficult to sustain. Britain would still retain aircraft at home to deter a separate European war, so cooperation in Asia remains constrained by global commitments.
