Blockade after the decisive fleet action

A defeated Japanese fleet would be followed by blockade, carrier raids, and occasional bombardment, not an immediate strategic-bombing campaign.

Notes

Japan is unlikely to preserve a useful fleet against the concentrated coalition imagined here. Destroying or disabling that fleet changes the campaign from a search for decisive battle into sustained maritime coercion. Battleships could occasionally shell land targets and carriers could mount air attacks, but the B-29 is still years away and no service has heavy bombers able to strike Japanese cities at the required range. The likely follow-on is a blockade supported by carrier aviation and naval gunfire, with no strategic-bombing campaign like the one seen later in the Pacific War.
