Why Tribal flotillas had senior commanders

Philip Vian's command reflects the unusually senior leadership assigned to the Tribal destroyer flotillas.

Notes

Vian commanded the Altmark operation from Cossack because he was the senior captain, rather than because a cruiser captain automatically took precedence. Tribal flotilla leaders were often officers on a second appointment as Captain (D), after destroyer commands, cruiser service, and leadership of another flotilla. These appointments placed experienced officers in an elite leadership role, with a Tribal captain potentially serving as deputy to the Rear Admiral (Destroyers). Vian's rapid promotion to rear admiral after leaving the flotilla confirms the seniority involved. The arrangement matched the class's expected role in difficult fighting, independent action, and coordination of mixed destroyer forces.
