The Treasurer of the Navy also inherited the older title of Keeper of the Storehouses, but the two capacities carried different access rights. A dockyard could refuse the Treasurer outside normal manned hours. It could not refuse the Keeper, whose traditional duty allowed inspection of naval stores at any time of day or night. Officeholders therefore invoked the title matching the authority they needed, turning constitutional custom into a practical anti-corruption tool.
