Why the torpedo-gunboat concept needed time to mature

Torpedo gunboats were promising but uneven early designs; their combination of compact hulls, guns and torpedoes became more convincing in later wartime forms.

Question

Were torpedo gunboats an underrated warship type?

Short answer

The idea was good, but its strongest forms appeared only after the design concept matured into the Second World War era.

Notes

The torpedo-gunboat idea becomes more convincing in its later forms than in the immature early examples. Combining torpedo attack and gun power in a small combatant required technology and tactics to catch up with the concept. The type therefore passed through a period when it did not yet deliver enough for its compromises. By the Second World War, related small-ship designs had reached a much more useful stage.
