Chapter · 2:08-4:10

Too many cooks shaped the Queen Elizabeth design

Serving officers, former First Sea Lord Jacky Fisher, and Winston Churchill brought rival ideas to the design, producing an institutional compromise.

Notes

The Admiralty's decision process gave influential former officers a voice alongside serving Sea Lords and constructors. Churchill's reliance on Jacky Fisher meant that the current board was effectively arguing with an absent former First Sea Lord whose prestige made him difficult to challenge. Fisher combined imaginative operational ideas with stubborn attachment to technologies and layouts he considered proven. Rival visions of battleship and battlecruiser development shaped the ship, leaving no single coherent design ideal.
