Togo would represent Japan in London rather than command at sea

Togo's standing after Tsushima would give Japan a senior representative able to press its interests with British naval and political leaders.

Notes

The expedition needs a senior representative in London as well as commanders afloat. A marshal admiral, equivalent in rank to an admiral of the fleet, would have the standing to deal with Fisher and the British naval leadership. Togo Heihachiro is the preferred choice because Tsushima made him widely respected in Britain and gave his arrival unusual political weight. His responsibility for the crown prince's education complicates the appointment. The London role resembles the senior representative position later held by William Sims for the United States. Togo would defend Japanese interests over deployment and status while the expedition's vice admiral exercised sea command.
