Japan's carrier loophole competes with major construction

Large conversions and battleship completions could absorb Japan's resources before it exploits the small-carrier loophole.

Question

Would the sub-10,000-ton carrier loophole survive, and would Japan exploit it more aggressively?

Short answer

It remains at this stage, but large carrier conversions and battleship completions could leave Japan little capacity or immediate reason to exploit it.

Notes

The sub-10,000-ton carrier loophole remains at this stage of the scenario. Japan would have less reason to exploit it immediately if three large conversions were entering service. Completing those ships alongside two Tosa-class battleships would also consume resources needed for a separate small-carrier program. Permission to build outside the counted allowance therefore does not guarantee that Japan could or would use it aggressively.
