Making the German naval race financially unsustainable

A major British capability increase could intensify the budget pressure between Germany's navy and army.

Notes

In this interpretation, Britain could end naval competition by making Germany's next building programme too expensive. Once naval expenditure required money from the army's budget, the army would resist further expansion. Faster, heavily armed Queen Elizabeths could force Germany out of the competition earlier, without requiring the further shock of Britain ordering eight R-class ships before Germany had a 15-inch-gun battleship. An earlier version of the same strategy imagines Britain announcing eight Dreadnoughts immediately. The Royal Navy understood the financial mechanism, but the historical government did not supply the funding and political support needed to pursue it on that scale.
