Three hulls create continuous raider pressure

Three 11-inch fast battleships create a sustainable raiding capability because Germany can keep one deployed while the other two train, refit, or recover.

Notes

The first batch matters because of availability. One ship is a white elephant, two provide intermittent availability, and three create a capability because one can remain at sea. A Scharnhorst-class raider is a much harder problem than a Deutschland-class cruiser, so even one deployment pulls Hood, Repulse, the French Dunkerques, and other fast hunters into the search. Britain must keep enough ships ready to guarantee interception instead of merely matching the German hull at sea. Standardization turns production repetition into sustained operational pressure.
