The ten-year peace assumption nobody trusted

The navies accepted treaty restraint and a ten-year planning rule while declining preparations that only made sense if they believed peace would last.

Notes

Reserve fittings and machinery require confidence that mobilization time will be available. In this interpretation, navies avoided some of those preparations because they did not truly believe the ten-year peace assumption behind contemporary planning. Governments therefore restricted fleets in the name of lasting peace while behaving as if another crisis could arrive sooner. That contradiction amounted to a failure of national-security leadership rather than a narrow technical choice.
