The plan combined twenty-four Yokosuka P1Y Ginga bombers with five H8K flying boats for weather reconnaissance and pathfinding. C6Ns would locate the target, while three submarines supplied a radio beacon, aircrew rescue, and logistics. I-58 was assigned the beacon role, Ha-106 the rescue station, and I-366 the supply voyage supporting reconnaissance from Truk. I-366's sixty tons of cargo included thirty-three tons of aviation fuel. The proposed route ran from Japan through storm zones to Ulithi. A small attack force therefore depended on several distant supporting units completing their tasks.
