Sacrifice without decisive force

The criticism of Tan No. 2 is ethical as well as operational: planners committed 72 aircrew without assembling a force capable of earning the promised result.

Notes

The twenty-four P1Ys carried seventy-two people whom the mission expected to die. Their deaths were supposed to achieve the victory and honor promised to them. Yet the small attack force offered little chance of producing that result. The ethical criticism concerns commanders committing those lives without giving the crews a credible opportunity to accomplish their mission.
