Syracuse as a protected amphibious base

Syracuse combines economic value, protection from attack, and the reach needed to launch long-range amphibious operations.

Notes

Making Syracuse the faction capital gives it an economic role as well as a military one. Its position makes it difficult for the rival Roman factions to attack while leaving the sea open for long-range amphibious strikes. Revenue, security, and operational reach all support the same choice. In the campaign, Syracuse is a protected staging base for operations beyond Sicily.
