Ships completing repair and trials could form a temporary deterrent concentration in the eastern Indian Ocean or southwest Pacific. That pool could reinforce either the Mediterranean or Far East as events required. The same industrial depth and local defenses would also make Sydney a very different target from the isolated facilities at Pearl Harbor.
