A case for sustained tenure in critical ministries

The proposal gives senior ministers enough protected time to understand and steer complex programmes while preserving political control.

Notes

The proposed remedy gives senior ministers in critical departments a minimum tenure of two and a half years, preferably three, while preserving a prime minister's power to make exceptional changes. A parliamentary select committee could review an attempt to end one of those appointments early. The carrier programme's temporary shift toward CATOBAR aviation shows how a new minister can disrupt an established decision in a programme with decades-long consequences. Continuity would give elected leaders enough time to understand complex portfolios and turn national policy into usable capability.
