A viewer argues that Voyager can collect fuel, generate antimatter, and therefore manufacture replacement photon torpedoes. The objection is that this work receives little explanation despite its engineering demands. Producing and assembling an antimatter weapon aboard the main ship would carry serious consequences if containment failed. One proposed alternative is to send a shuttle or the Delta Flyer away to assemble a small batch before bringing it back. The process would occupy much of the engineering team and probably much of the security department. Replacing spent ammunition would therefore impose a substantial workload even if the fictional technology allowed every component to be produced.

The hidden logistics of photon torpedoes
Voyager's replacement torpedoes raise questions about hazardous manufacture, assembly location, and the crew needed to replenish ammunition.
