Transparent pay scales still need revolving-door rules

A common government pay scale can expose costs and limit discretionary rewards, but post-office employment restrictions also require active enforcement.

Notes

Placing elected officials and civil servants on one transparent scale would make personnel costs easier to understand. Standard bands could also reduce opportunities to reward selected officeholders through opaque extra remuneration. Pay rules alone are insufficient because officials may move from government into firms affected by their decisions. Cooling-off periods can restrict direct employment, but consultancies hired by the same company provide an obvious route around the rule. The institutional challenge is enforcing an ethics principle against evasive arrangements.
