Stalin's fleet plans depended on German supply

The 1940 Soviet building program is paired with requests for German warship plans, heavy-gun turrets, armor, fire control, submarine equipment, and specialist vessels that domestic industry could not yet supply reliably.

Notes

The planned ocean-going fleet combined battleships, battlecruisers, cruisers, destroyers, minesweepers, patrol ships, and submarine hunters on a scale far beyond completed output. Soviet negotiators sought Bismarck and Graf Zeppelin plans, the unfinished Lutzow, heavy turrets, optics, armor, and other equipment in exchange for raw materials. Their list also included mines, torpedoes, periscopes, submarine batteries, repair ships, and supply vessels, revealing capacity gaps far beyond capital-ship construction. German delay and shifting Z Plan priorities meant that redesigns such as Project 69I advanced on paper while the promised systems remained entangled in wartime production choices.
