Staff and tactical schools carried the educational legacy

Later institutions preserved the scheme's scientific approach by teaching staff work, tactics, and critical thought across the officer corps.

Notes

The 1919 Staff College aimed to broaden officers' minds, make them study war critically, and correct First World War staff failures. Beatty supported it after wartime experience exposed weak staff preparation, although his account shifted blame away from his own appointments. The 1924 Tactical School studied naval fighting systematically and drafted the battle instructions that became the fleet's official fighting guidance. From 1933, Third Sea Lord Reginald Henderson used the school as a partner in thinking through future fleet requirements, leaving extensive debates that tied doctrine to shipbuilding. That planning record and the officers expected to command the future force complicate a simple picture of interwar leaders concerned only with battleships.
