Turning the Spähkreuzer into an AA cruiser

At roughly 5,000 tons, the Spähkreuzer could trade its 5.9-inch battery for four twin 5-inch dual-purpose mounts and function as an AA cruiser or large destroyer. Ships built up from destroyer practice can become cramped when treated as cruisers.
