Soviet capital-ship plans combined domestic design work with information acquired from Italy and Germany. German-style hull forms suited the northern European conditions around the principal Baltic construction centers, while Italian equipment could provide much of the machinery inside. A hull designed for the North Atlantic with Baltic requirements in mind should also cope with the Pacific. Black Sea conditions would impose less demanding seakeeping requirements. This gave a common design a practical role across Stalin's four intended fleets.
