A Soviet battle-fleet programme would reshape rearmament

The consequences of Stalin's planned fleet depend on when and which version of the programme becomes real.

Notes

The Soviet fleet concept covers several possible programmes, each producing a different counterfactual. A large programme completed in the 1930s could encourage Japan and other powers to rearm earlier, making the wider pre-war naval balance very different. If the other powers had already undergone comparable rearmament, the later German buildup would look less exceptional beside the forces already in service. A programme emerging after the war points toward a new generation of post-war capital ships and a different construction race. Timing, industrial capacity, and foreign reactions matter as much as the paper design itself.
