The ambition-capacity gap in Soviet naval plans

Soviet programs were often strategically explicable but sized around desired effects more than realistic construction capacity.

Question

How overly ambitious were Soviet Cold War naval building programs?

Short answer

Often very ambitious: the desired fleets made strategic sense, but planned output could exceed real production and construction capacity.

Notes

The panel gives a deliberately qualified answer. Soviet planners could justify large programs by the missions and global presence they wanted the fleet to provide. Their desired force, however, often exceeded the yards, labor, suppliers, and management capacity available to deliver it. Calling the plans ambitious is therefore accurate without implying that their strategic objectives were irrational. The distinction is between a valid statement of need and an executable procurement schedule.
