Soviet political upheaval and later historical rewriting make individual credit unusually uncertain. People erased from official history could have their work reassigned, then be restored in later accounts under another interpretation. A simple roster of inventors or doctrinal authors is therefore less reliable than it would be for many other navies. Imperial Russia had already adopted naval aviation early, with influential princely patrons treating aircraft as an offset for limited conventional naval investment. The institutional pattern is clearer: Russian and Soviet planners repeatedly sought an aviation-based answer to weak or divided naval power and kept returning to similar constraints.
