Soviet entry doubles the proposed carrier allowances

A four-fleet Soviet carrier ambition exceeds Japan's old allowance and leads to higher carrier totals for the other powers as well.

Notes

Stalin's desire for a carrier in each fleet would exceed the three 27,000-ton carriers available under Japan's original 81,000-ton allowance. Doubling that allowance would provide room for six such carriers. Britain and the United States would also demand larger totals because Soviet participation added another potential naval opponent. Simply giving Moscow Japan's existing allowance while leaving everyone else's unchanged would ignore both Soviet fleet commitments and the leading powers' need to counter them.
