Soviet blue-water growth changes the alliance calculation

Kievs, Kirovs, and Admiral Gorshkov's blue-water expansion create a peacetime presence problem that submarines alone cannot answer and expose the cost of allied naval contraction.

Notes

The dates of Invincible procurement overlap with the Soviet Navy laying down Kiev and Kirov-class ships and expanding its blue-water reach under Admiral Gorshkov. Submarines can destroy those ships in war, but they cannot visibly match a surface force's diplomatic presence in peacetime. Britain, Canada, and Australia therefore need a visible way to signal commitment to trade routes and maritime interests while their own carrier aviation is shrinking. Cold War alliance specialization made their land and regional contributions look like a sensible bargain at the time. It also placed more oceanic responsibility on the United States and helped create later frustration when Washington expected allies to recover capabilities they had been encouraged to de-emphasize. No alliance-wide reset followed the Cold War because the 1990s and 2000s were treated as an end-of-history period in which peer conflict was assumed to have receded.
