Opytny's endurance shortfall and intended fighting power

An achieved range of 1,370 nautical miles fell well short of the 3,200-mile target, despite the promise of a powerful experimental destroyer.

Notes

Project 45, also identified as Opytny, is credited with 1,370 nautical miles at 18 knots against an intended 3,200 nautical miles at that speed. Even the intended endurance is criticised as restrictive for work beyond the Baltic or Black Sea. Successful mass production promised powerful units. The weapons described include three main guns of about 5 inches, 45 mm weapons, three single 37 mm anti-aircraft guns, two quadruple 21-inch torpedo launchers, 16 mines and 38 depth charges. That fighting power did not resolve the machinery and endurance problems. The timing is also questioned because the Leningrads were unfinished and Project 7 was still being designed when the experimental programme pursued 1,000 psi boilers.
