Why unbuilt Soviet battleship names cannot be predicted

Political choices could have replaced Soviet state names with leaders, battles, or revolutionary references.

Question

Which Soviet states would give their names to ships six through fifteen of the Sovetsky Soyuz class?

Short answer

The names are unknown, and a state-based naming pattern need not have continued.

Notes

Further ships need not have followed the existing state-name pattern. Stalin, other revolutionary leaders, celebrated battles, and revolutionary references are offered as possible alternatives. Choosing ten state names would therefore create a certainty the proposed programme does not support. The eventual decisions would depend on the commissars and Stalin.
