Warship specifications do not identify the best design for every navy. A ship succeeds when its capabilities match the missions and support system of the force that operates it. The Arleigh Burke class is powerful, yet its large crew and intensive maintenance make it a poor fit for many smaller navies. Supporting one could drain personnel and maintenance capacity from other ships and tasks. The same logic applies to dreadnoughts: technical excellence has to fit the institution and force structure.

Why the most powerful destroyer may be the wrong ship
An Arleigh Burke-class destroyer can be highly capable yet unsuitable for a smaller navy if its crew and maintenance demands consume resources needed across the rest of the force.
