Why high explosive can outperform armour-piercing shells

Against a badly damaged, lightly protected cruiser, high-explosive ammunition may cause more useful damage because armour-piercing shells lack enough resistance to function as intended.

Notes

The closing stages of the simulation turn ammunition choice into a practical gunnery lesson. The Japanese cruiser has too little armour to trigger armour-piercing shells effectively. High explosive is therefore the more sensible choice for maximizing damage against the remaining structure and exposed systems. The moment shows that the most powerful-looking shell is not automatically the correct round for every target.
