The three categories did not create a reliable tactical hierarchy. A fast unprotected cruiser carrying armour-piercing shells might damage an armoured opponent. Against an unarmoured hull, however, the same shells could pass through before exploding. That theoretical advantage offered little comfort because a hit on machinery, magazines, or another vital system could destroy the fragile ship. Ammunition choice and target construction mattered alongside nominal ship type.

Shell choice complicates cruiser matchups
Armour-piercing shells might threaten an armoured cruiser yet pass through an unprotected hull unless they strike something vital.
