Émile Bertin began studying the cruiser concept in 1870, but more than a decade passed before a change in personnel gave the proposal official support. The design kept evolving, and the naval minister cancelled Capitaine Lucas in its favor. The Conseil des travaux then imposed further revisions, so Sfax combined Bertin's ideas with features the Marine Nationale already trusted. She was laid down on 26 July 1882, launched on 26 May 1884, and commissioned on 17 January 1887. Although she was a one-ship class, later French cruisers developed the same basic pattern. Their related appearance concealed enough design differences to make joint operation difficult.
