Senior rank supplies the authority and experience needed to run major programs, including strategic deterrence and logistics systems, as well as commands. A critical wartime post cannot safely receive an unprepared replacement simply to reduce the apparent number of admirals. The honours committee offers one way to keep an experienced officer informed enough to fill an emergency vacancy without stripping another command. Senior personnel therefore form a finite reserve that war will tire, wear out, or unexpectedly remove. A resilient navy needs promotion pathways, informed backups, and a usable retired or reserve pool before those losses occur.
