Scrapping obsolete craft while retaining useful battlecruisers

A fleet review distinguishes obsolete small craft from older battlecruisers that remain capable enough to justify retention.

Notes

The fleet review begins by age, and obsolete torpedo boats and other small craft are scrapped immediately. The same rule is not applied mechanically to the 1902 battlecruisers because several have been modernized and still fill useful roles. Chronological age does not equal practical obsolescence when a hull's capabilities and task still justify its cost. Selective retirement preserves useful strength while newer construction catches up with demand.
