A Mersey-class cruiser fighting alone should normally face only a smaller unprotected cruiser or sloop. Against such a target, its guns and protection could make the action one-sided in its favor. A larger enemy represented a failure of warning or deployment rather than the intended use of the class. Its shallow draft, speed, and maneuverability were therefore valuable for avoiding an unfavorable encounter until supporting ships could act.

Why a second-class cruiser should avoid a solo battle
The class was designed to add mass and presence, not to seek unsupported combat against major warships.
