The Luftwaffe had been organised effectively for its early land campaigns, not for a sustained maritime air operation over an invasion corridor. Dedicated anti-shipping weapons and methods began to develop after the Norwegian campaign and were not ready during most Sea Lion planning. Possessing aircraft and pilots was only the beginning of operational capability. Aircrew had to master individual tasks, work together inside each aircraft, and then operate as coordinated groups. The passage therefore separates winning the Battle of Britain from building the trained anti-shipping force needed to keep the Channel open.

The Luftwaffe's anti-shipping and training gap
The Luftwaffe lacked mature anti-ship weapons and the trained organisation for persistent Channel cover, even if its aircraft could win a conventional air battle.
