Ammunition dumps must be safe, concealed, and reachable

The useful warehouse plan is constrained by explosive safety, storage conditions, transportation, and the danger of making reserve locations too obvious.

Notes

Large munitions stocks cannot simply sit near major cities or in a convenient but unsuitable environment. Desert locations are not automatically safe because daily temperature swings can damage explosives, while ships stored there would also need water and protection from sun and sand. Dispersed magazines must be safe to keep, maintainable in peace, recoverable in war, and not advertised by their construction or location. A reserve hidden so remotely that it cannot be inspected or moved is not ready for mobilisation. The geography of storage is therefore part of the capability rather than an afterthought.
