Why Russian naval superiority did not immediately control the Black Sea

A weak opening blockade let Ottoman supply traffic support a Caucasus offensive despite Russia's stronger fleet.

Notes

Russia possessed the stronger fleet, so control of the Black Sea might appear automatic. The first blockade off Sinop was too small for Osman Pasha to regard it as a serious trap. Ottoman frigates, steamers, and transports continued moving supplies while Ottoman land forces pushed Russian troops back in the Caucasus. At points in this account, the Russian Caucasus Corps faced encirclement and destruction. Superior naval strength mattered only when concentrated and used effectively, while the opponent's logistics and land campaign continued to shape the result.
