How much can automation offset Royal Navy personnel shortages?
Short answerOnly gradually. Further automation needs ship redesign and maintainers, while new recruits take time to replace departing sailors' experience.
NotesMore automation requires integrated systems and often a redesigned ship, so it cannot quickly close a personnel gap in the existing fleet. Automated equipment still needs skilled maintainers. Recruitment cycles create later shortages when groups of trained sailors reach the point, often around ten years of service, at which promotion prospects and family life influence whether they stay. Commonwealth recruitment faces the same retention pressures. Even an increased training intake cannot immediately replace the experience of those leaving: a newly qualified rating and a sailor with ten years of service make different contributions aboard ship. The 2023 shortage also cannot be explained by sudden fleet expansion, since ship numbers have not grown dramatically.
