Escort numbers need maintenance and training margin

A force-structure argument says forward deployment plans must include ships for training, refit, and recovery rather than count only those abroad.

Notes

Fleet numbers should be assessed against the entire availability cycle. If the Royal Navy wants three Type 26 frigates forward, the traditional rule of three points toward nine hulls rather than eight. Five forward-based Type 31s similarly leave too little margin for crew training and long-term maintenance, making six a more workable minimum in this example. Ships at home preparing crews, undergoing refit, or absorbing disruption are part of the operational requirement rather than spare capacity. A paper plan without slack can fail as soon as ordinary friction appears.
