The Royal Navy was already pursuing sustained carrier construction during the period of French delay. Rear Admiral Aircraft Carriers Reginald Henderson became Third Sea Lord and used that procurement post to drive Ark Royal forward. His work continued into the Illustrious class, the order for Unicorn, and later design development extending through Indefatigable. British ships followed a different geostrategic and operational logic from American or Japanese carriers. France's wait until Joffre was laid down in 1938 therefore reflects a French institutional choice, separate from British battleship priorities.

Britain's carrier program and the scale of French delay
The Royal Navy's Ark Royal, Illustrious, Unicorn, and later designs make France's much later Joffre program a distinct French institutional choice.
