The cutters first went to war during the Quasi-War with France and later served in the Seminole Wars. During the War of 1812, Surveyor fought and Vigilant captured an enemy privateer. Small enforcement vessels could become combatants while retaining the coastal qualities for which they had been built. That shallow-water specialization would make Cutter Mercury especially useful in North Carolina.
