Repulse refit, dual-purpose guns, and Force Z

The Repulse comments explain how secondary batteries, reconstruction timing, and prewar budgets could alter Force Z survivability.

Notes

Repulse's refit question leads directly to interwar fiscal policy. Renown's more complete reconstruction provides the model, including ten twin dual-purpose 4.5-inch mounts that would have materially improved Repulse's wartime air defence. The incomplete modernization is linked to Stanley Baldwin's government and its reluctance to fund equipment expected to become useful only in a mid-1940s war. That timetable assumed war would wait until the major powers considered themselves ready. Repulse came close to surviving the Force Z air attack, so stronger anti-aircraft fire and air cover could plausibly have changed the outcome. Reconstruction schedules and peacetime budgets determined what options the ship had when war arrived early.
