Older but still useful battlecruisers could be transferred without building an independent Dominion capital-ship industry. Australia could receive a replacement for HMAS Australia, while New Zealand could support a successor to the battlecruiser it had funded before the war. Manning would remain a constraint, especially because New Zealand lacked the personnel for a wholly independent large-ship force. The arrangement would give Britain forward-deployed fast capital ships and create stronger incentives to modernize the transferred vessels.

New British battlecruisers could make Renown and Repulse available to Australia and New Zealand, spreading cost while maintaining fast ships in the Pacific.
