How raids give an opponent time to reinforce

Spanish raids leave time to enlarge the defending army and prepare an offensive intended to stop further incursions.

Notes

Repeated Spanish incursions prompt a plan to enlarge the local army and take the offensive. Four more infantry units and additional cavalry would give the existing artillery enough support for that operation. Meanwhile, the Spanish force moves toward a port instead of attacking the army directly. Each delay gives the British force more time to recruit, reducing the effect of the raid and making the eventual confrontation less favourable for Spain.
