With only two ships, armour takes priority because each loss is strategically severe. With four, five, or six, a common 28-knot class becomes more attractive than an exceptionally protected pair. Modernized Queen Elizabeth-class ships could then join the same fast battle line, making speed and numbers mutually reinforcing. The slower R-class would retain secondary duties but become the obvious next group for replacement.

Quantity versus armour in the battle line
More 28-knot ships could make a powerful fast battle line even if each vessel accepted less armour than Nelson and Rodney.
