Did the Imperial Russian Navy have a core of good professional officers and engineers?
Short answerIt had some excellent, self-motivated professionals, but not a reliably strong corps produced by the system as a whole.
NotesRussia produced aristocratic officers who studied intensely, paid for further education, and became excellent naval professionals. Family and political connections also protected weak officers and kept them eligible for promotion. Navies with broader recruitment could decline to promote such men or divert them into posts away from shipboard command. Russia's strongest individuals therefore coexisted with a fragile officer system.
