Question

Could Cradock reverse the battlecruiser fleet's gunnery culture?

Short answer

A complete reversal is doubtful, but he could steer the culture in a different direction.

Notes

Replacing Beatty with Cradock would not necessarily erase the battlecruiser fleet's existing gunnery culture. A more limited change in direction is considered plausible, and complete reversal might not be necessary.
