Would the Baltic operation precede Jutland?

Would this Baltic operation take place before or after the Battle of Jutland?

It would be a late-1914 or early-1915 proposal replacing Gallipoli, well before Jutland in 1916.

The scenario falls before Jutland. The Dardanelles naval campaign began in February 1915, only months after the war started in July 1914. A Baltic operation chosen in place of Gallipoli would be discussed in late 1914 or early 1915. Jutland belongs to 1916 and could not inform the original decision.
